Nokia is a mature company by any ordinary reading of its numbers, and that label is exactly what makes them easy to misread. Mature usually means stable margins, predictable cash and a slow decline. What the 2025 accounts actually show is a company mid-rebuild: revenue up about 3% to EUR 19 889 million, operating profit down to EUR 885 million from EUR 1 970 million, and research spending up 8% to EUR 4 855 million. Those are not the numbers of a business winding down. They are the numbers of one paying, in a single year, for a position it intends to hold later.
The place it is paying for is network capacity. The annual report states the case directly: "AI supercycle is driving an unprecedented demand for network capacity, requiring networks to be more performant, automated, and optimized for specific AI traffic patterns, with a strong focus on low latency, high throughput, and energy efficiency." The infrastructure arm already sells into that demand, describing itself as delivering "industry-leading optical, IP, fixed and data center networking solutions to telecommunication providers, AI & Cloud customers, mission critical enterprises, wholesalers and public sector organizations." That business booked EUR 8.0 billion of net sales in 2025 at a segment operating margin of 9.8%, and its operating profit rose to EUR 780 million from EUR 761 million while the group's fell by more than half.
The evidence that the rebuild is working arrived in July. Comparable operating profit for the June 2026 quarter came in at EUR 434 million against EUR 367 million a year earlier, and for the first half at EUR 735 million against EUR 576 million, a rise of 28%. Gross margin on the same basis reached 46.0% for the half against 44.1%. Order intake in AI and cloud reached EUR 2.8 billion in the quarter with sales more than doubling year on year, spread across both optical and IP networking, and management expects around half of those orders to convert within twelve months. These are the company's own comparable figures rather than the statutory ones, so they exclude restructuring and purchase-price items; the direction they describe is nonetheless the opposite of the direction 2025 described.
The licensing arm is the quiet asset in all this. It sits at 8% of revenue and produced EUR 1 501 million of gross profit in 2025, which is to say a single tenth of the revenue base generated well over the group's entire operating profit at the gross line. Patent income arrives with almost no incremental cost attached, and Nokia has been extending it into automotive, consumer electronics and multimedia. A company whose statutory earnings look thin can be carrying a high-margin annuity underneath, and that is what the segment split shows.
Capacity is being added on the ground rather than in a press release. Nokia is expanding optical component manufacturing, with a new San Jose facility on track to begin ramping production later in the fourth quarter of 2026. Building fabrication capacity in the United States is a slow, capital-hungry way to answer a demand signal, and companies do not usually do it on a hunch about one good quarter.
Bear Case
The balance sheet holds net cash, so this is not a company that can be broken by a bad year. It is, however, being run as though its earnings were roughly double what they are. For 2025 the board proposed a dividend of EUR 0.14 per share against basic earnings of EUR 0.12 per share, and dividends paid over the year came to EUR 759 million against a profit for the year of EUR 660 million. Cash and equivalents fell to EUR 5 462 million from EUR 6 623 million. Return on capital employed came in at 4.3%. A distribution larger than the earnings behind it is a decision management can sustain for a while out of a strong balance sheet, and every year it does so is a year the balance sheet gets a little less strong.
The comparison that hurts most is the nearest one. In the same year, on a similar gross margin, ERIC earned an operating margin of 16.3% on net sales of SEK 236 681 million, against SEK 112 668 million of gross profit. Nokia's gross margin was 43.5% and its operating margin was 4.4%. Two companies selling much the same equipment to much the same carriers, starting from much the same gross line, ended nearly twelve percentage points apart at the operating line. That gap is not the market. That gap is cost structure, and Nokia's research spending rose 8% in the year its operating profit halved.
The mobile side is where the structural erosion shows. Mobile Networks operating profit was EUR 220 million in 2025, down from EUR 452 million, with the segment operating margin falling to 2.8% from 5.5%. Carriers are also changing how they buy. The annual report notes that they "are also considering divesting from passive infrastructure and transitioning towards network sharing models, which might reduce demand for network vendor equipment" and that "We have also seen some telecommunication providers adopt cloud-based operational and business models". Both trends point the same way for a vendor whose largest customer group is the one doing the changing.
Set that against what the price asks. The market is paying about 52 times the operating income the company actually earned in 2025, and the arithmetic that supports it needs operating profit growth held at its self-funding ceiling of roughly 25% a year for close to a decade. Only about 17% of comparable fast-growing companies sustained a pace of that kind over a stretch that long, and that comparison rests on three of the four available reference checks rather than all four, with nothing usable on where the peer multiple range sits. Thinner evidence makes a weaker claim, not a milder one. Take the depressed base at face value and the demand is extreme; normalise it to the five-year average operating profit with one-off charges restored, roughly double the 2025 figure, and the demand is merely very high.
The licensing annuity carries its own dependency, and the annual report names it plainly: "Poor performance by any of Nokia's patent or technology licensees may impact Nokia financially, for example, if a licensee's ability to pay is reduced, the licensee decides to divest or scale back a particular part of its business or it becomes insolvent or bankrupt." Nokia Technologies gross profit fell 22% in 2025, to EUR 1 501 million from EUR 1 926 million, on lower net sales. The most profitable part of the company is also the part whose revenue is set by other people's willingness to renew.
Valuation
Start with what the multiple is measuring. Operating profit for the year to December 2025 was EUR 885 million, roughly 4.4% of net sales, and today's price values the business at about 52 times that figure. The important word there is "that": 2025 was the year gross margin fell to 43.5%, research spending rose 8%, the prior year's disposal gains did not repeat, and mobile margins more than halved. Pricing a business off its worst recent year produces a number that overstates how expensive it is and understates how much has to go right.
Run the price backwards on that base and it embeds operating profit growth held at the self-funding ceiling, near 25% a year, for roughly nine years. The near-term rate is not the difficulty; the first half of 2026 already delivered a 28% rise on the company's comparable measure. The difficulty is the duration. Roughly 17% of comparable fast-growing companies sustained that kind of pace over a stretch that long, and that comparison rests on thinner evidence than usual: only three of the four reference checks had usable data, with nothing available on where the peer multiple range sits.
Every family of method lands below the price, which is the honest summary of the disagreement. The peer-multiple methods sit closest, with the price roughly 48% above where that family centres, and the forward-growth methods are not far behind at about 70% above. The earnings-power methods, which capitalise a normalised profit stream with no growth credited, put the price about 202% above their centre, and the book-value lens is further out again. That last one deserves context rather than alarm: shareholders' equity stood at EUR 21 058 million at the end of 2025, so the asset base is substantial; it simply earns too little on itself for a book-based method to reach a price of this kind.
One methodological point matters more than the rest here. The earnings-power reading does not use the depressed 2025 figure. It uses a five-year average operating profit with one-time charges added back, which comes to roughly double the trailing number, and the price still sits far above what that supports. So the gap is not an artifact of catching the company in a bad year. Normalising the base narrows it considerably and does not close it.
Solvency bounds the downside rather than the argument. Operating profit covered interest about 3.6 times in 2025, which is thin by the standards of a company this size but is measured against the same depressed profit; the balance sheet itself carries more cash than borrowings, with EUR 5 462 million of cash and equivalents against EUR 3 413 million of total borrowings at year end, and the company reported net cash and interest-bearing financial investments of EUR 2 776 million at the end of June 2026. The share count has drifted slightly lower over the past four years. What that combination means in practice is that a failed rebuild costs holders a lower multiple and a squeezed dividend, not a restructuring.
Catalysts
The June 2026 quarter, reported on July 23, is the clearest evidence yet that the 2025 trough was a trough. Comparable net sales rose 8% to EUR 4 815 million, comparable operating profit rose 18% to EUR 434 million, and profit for the period rose 64% to EUR 414 million. For the first half, comparable operating profit reached EUR 735 million against EUR 576 million, and the comparable gross margin reached 46.0% against 44.1%. These are the company's own comparable measures, which strip out restructuring and purchase-price items, so they sit above the statutory figures by construction.
The order book is the number to follow. AI and cloud order intake reached EUR 2.8 billion in the quarter with sales in that customer group more than doubling year on year, secured across both optical and IP networking on long-term terms, and management expects around half of it to convert to revenue over the following twelve months. Full-year guidance for comparable operating profit now stands at EUR 2.1 billion to EUR 2.6 billion, revised up by EUR 0.1 billion for technical reasons after Fixed Wireless Access CPE and Enterprise Campus Edge moved into discontinued operations, with management stating it remains on track to land somewhat above the midpoint.
